2003 Metropolitan Strategic Plan of Barcelona
Background Information
After working extensively for several years, the first Metropolitan Strategic Plan of Barcelona was finally approved on 10th March 2003. This plan was monumental because it marked the transition from municipal plan to metropolitan plan. The plan was set in motion when Metropolitan Area of Barcelona (AMB) was recognized as the 6th most preferred region for economic activity in Europe. [1]
Goal
The goal of the plan was to revitalize the economic sectors of the AMB, provide the inhabitants of AMB with quality life and establish an efficient management in AMB that can make sound decisions for the befit of the community.
Challenges
Economic Growth Vectors
There is a major lack of research, creativity and innovation that could be used to come up with more comprehensive plans that can make AMB a universally acknowledged city. Furthermore, there is a lack of good education that can nurture future talent. AMB is also experiencing difficulty in expanding its international connections due to lack of mobility and language knowledge.
Territorial and Mobility Vector
Inefficient housing policies, meager housing proportions, and lack of extensive public transportation, pose a huge problem for the redevelopment of AMB. [1]

- Attract innovative talent and promote creativity by establishing better educational facilities
- Establish a Metropolitan Agreement for Immigration that determines the responsibilities of the citizens.
